NOTICE OF ADOPTION:

AN ORDINANCE TO AMEND SECTION 5.02(C) OF THE MILLINGTON TOWNSHIP ZONING ORDINANCE

To the residents and property owners of the Township of Millington,
Tuscola County, Michigan, and all other interested persons:

On June 18, 2018, the Township of Millington (the "Township") adopted an Ordinance to Amend Section 5.02(C) of the Millington Township Zoning Ordinance ("Ordinance"). A summary of the Ordinance is provided below. A true copy of the Ordinance, including any exhibits, is available for inspection at the Township Office, 8553 State Street, Millington, MI 48746.

Section 1.  This section amends Section 5.02(C) of the Township*s Zoning Ordinance to add the quarrying of soil, sand, clay, gravel, or similar materials as a special land use in the AG district subject to the requirements of Section 5.03

Section 2.  This section adds a new Section 5.03 to the Township*s Zoning Ordinance to impose special use permit requirements for the quarrying of soil, sand, clay, gravel, or similar materials in the AG district including setbacks, site reclamation standards, the submission of an operational and reclamation plan, liability insurance and special land use review procedures and criteria.

Section 3.  This section provides that if any portion of the Ordinance is found invalid for any reason, such holding shall not be construed as affecting the validity of the remaining portions of this Ordinance.

Section 4.  This section provides that any ordinances or parts of ordinances in conflict herewith are hereby repealed only to the extent necessary to give this Ordinance full force and effect.

Section 5. This section provides the effective date of the Ordinance.

Garbage Bids Being Accepted
   The Village of Millington is accepting sealed bids for weekly curbside garbage collection and curbside recycling.  The bid contract should be for a 3 or more years.  General guidelines for the bid can be obtained by contacting the Village office at 989-871-2702. 
   All bids must be sealed and received at the village office located at 8569 State Street, Millington, Michigan 48746 no later than 3:00 p.m. on July 9, 2018.  Bids will be opened promptly at 5:45 p.m. on July 9, 2018.  Bids will then be presented to the Village Council at the regularly scheduled council meeting set for July 9, 2018 at 6:00 p.m.  If you have any questions, please contact the village office at 989-871-2702.

THE VILLAGE OF MILLINGTON ORDINANCE NO. 98
   The Village of Millington has adopted an ordinance amending Chapter 34 Utilities, Division 3 Sewer Use Regulations, Section 34-180 (4) entitled Prohibited discharges of the Village of Millington Code of Ordinances.  Chapter 34, Division 3, Section 34-180 (4) of the Village of Millington Code of Ordinances is hereby repealed and replaced with the following: Section 34-180 (4) Solid or viscous substances in quantities or of such size capable of causing obstruction to the flow in sewers, or other interference with the proper operation of the sewage works such as, but not limited to, ashes, cinders, sand, mud, straw, shavings, grass clippings, leaves, metal, glass, rags, spent grains, spent hops, feathers, gas, tar, residues from refining or processing of fuel or lubricating oil, plastics, wood, unground garbage, whole blood, paunch manure, hair and fleshings, entrails and paper dishes, cups, milk containers, etc., either whole or ground by garbage grinders. VILLAGE OF MILLINGTON DDA ANNUAL REPORT
  
The DDA*s 2018-19 goals are to continue to pay off the streetscape loan.  Home values are slowly on the rise, but because of the downturn of home values in past, the DDA will not start any new projects this year.  The DDA hopes that with the slowly increasing values that they will be able to look at new projects in the near future.
The DDA is assisting with a facade grant for several businesses in town and contributing the engineering designs for this project. The DDA will contribute towards the street lighting and will have the sidewalks sealed this year.

Truth-In-Taxation and Budget Hearing Notice
   This is a Truth-In-Taxation and budget hearing notice to support the proposed budget for the fiscal year 2018-2019. The Millington Arbela District Library Board intends to levy its allocated millage of .9918 mill on all real and personal property within the Millington Arbela District Library*s legal service area.
   The library*s income from property taxes is calculated by multiplying the taxable value of the property in the library*s legal service area by the allocated millage.
   This allocated millage may be reduced by the Tuscola County Equalization Office to compensate for an increase in the assessed value of real and personal property in each of the townships that exceeds the rate of inflation. The Headlee Amendment regulates this reduction.
   The purpose of the Truth-In-Taxation hearing is to retain as much of the money generated by new construction in the library*s legal service area as is allowed by the Headlee Amendment.
    The Truth-In-Taxation meeting is scheduled for Tuesday, February 27, 2018 at 7:00 p.m. in the  Frieda Meachum Conference Room located in the Millington Arbela District Library.
   After the Truth-In-Taxation meeting, the library*s regular board meeting will follow with a draft budget for the 2018-2019 fiscal year to be presented and discussed.

FRANCES MISSION STORE: Low prices for resale of household items at St. Frances Mission Store, 153 Maple St., Vassar (a block east of the high school).   The Mission Store is open Tues. & Wed. 10am-2pm and the second Saturday of each month, 10am-1pm. The store will be closed if Vassar Schools close due to weather.  The store is also closed the days between Christmas and New Year*s Day.
